I've got a T400 and when I put the throttle back to turtle it wont idle down. I moved the throttle lever on the fuel pump and it goes down just fine. Is the spring not strong enough anymore? I use to have an 8n for pulling hay wagons and manure spreaders around. On the 8n you have to have an override on the pto shaft or it will push you over the hill and get you in big trouble. You may have noticed that about 12 to 15 degrees of advance at idle makes the engine peppy at low rpms, but makes it ping excessively at higher rpms.
